State Health Financing Reform
In recent years, several states have developed proposals to reform the financing of health care within the state. Some of these proposals have been primarily concerned with providing expanded coverage for lower income uninsured persons, through expansions of Medicaid. Others have provided for a general approach that would covered all residents under a state authorized program.
Perhaps the most comprehensive of these proposals has been the State of Vermont, where the Legislature authorized a Health Care Board responsible for developing comprehensive proposals for universal coverage in the state. ARC was retained to prepare cost estimates for the impact of the proposals considered.
Currently, ARC is assisting the State of Virginia in the design and financing of demonstrations that provide financial incentives to small uninsured employers to offer health insurance to their employees.
